Residency via employment programs requires that you find and maintain a job (sometimes with a minimum income threshold and/or special skill sets) in order to get the residency.

Requirements
You will likely need to use an agent to form the company and keep it in good standing. Typical fee for using an agent starts at €1,500 ($1,786) per year, and includes a registered office address, book-keeping, VAT, tax statements and auditing.
Once you get a residence permit you can get a work permit to legally start to work in Serbia.
Renewal
After holding residency for at least 5 years, you can apply for permanent residency.
Residency for dependents
After residency is granted to main applicant, you can get residence permits for the immediate family members. Delay to obtain the residence permit for dependants is about 45 days.
